"My people?" Lincoln asked, puzzled, but did not press further. He lowered his voice and continued, "I've noticed that Golden Tiger is actually resisting The Heaven, and he was once a The Heaven criminal himself."
"He was a The Heaven criminal too?" John was surprised.
All The Heaven criminals bore a brand, a special mark that couldn't be erased, even if their strength were to recover. It was a permanent sign of their past.
Lincoln nodded and added, "Not only that, the city lords of these various cities have their own agendas, each one trying to increase their power to resist The Heaven. Especially the lords of the Seven Great Kingdoms. The people imprisoned there are all The Overseers who command The Heaven's laws."
"Now it makes sense," John murmured in understanding. The city lords of the Seven Great Kingdoms were absorbing The Heaven's powers from various worlds. It was clear they had ulterior motives.
Lincoln glanced at Debbie and said, "I've sensed that The Heaven in this world is actually an organization, all made up of powerful beings who control the power of light. Only those who wield the power of light can communicate with them. Golden Tiger made me into a goddess- like figure in this city to report to him about the situation. But most of the information I've sent has been false. They're secretly absorbing the powers of The Heaven criminals, plotting something."
John nodded. He had already suspected as much. "How strong is Golden Tiger City?" he asked.
Lincoln replied, "Besides the city lord, Golden Tiger, there are three deputy city lords, all of whom are peak Seven-Star powerhouses. They were all once The Heaven criminals."
Three more peak Seven-Star powerhouses?
John furrowed his brows, sensing that this situation was becoming more troublesome.
His powers and attributes, including The power of laws, had only recovered to about 10%. It would be difficult for him to fight even one peak Seven-Star powerhouse, and yet, Golden Tiger City had four of them.
He glanced at Debbie.
"My lord, I don't know about these things," Debbie quickly explained. "When I was in Golden Tiger City, there was only Golden Tiger himself. There weren't any other deputy city lords."
John didn't doubt her. It seemed that the power of Golden Tiger City had only recently developed.
After thinking for a moment, Lincoln spoke up, "My lord, actually, I have a plan that could throw Golden Tiger City into chaos-report everything that's been happening here to The Heaven organization."
John's eyes lit up. This could indeed be a good strategy.
However, he quickly shook his head to reject the idea. The Heaven organization was mysterious and clearly held more authority than the Seven Great Kingdoms. His strength wasn't fully restored yet, and he couldn't afford to confront them head-on. Moreover, Golden Tiger City only had four peak Seven-Star powerhouses. If he defeated them one by one, it was still possible.
With that in mind, he instructed, "Don't make any rash moves just yet. Keep monitoring Golden Tiger City and make sure to find Sini as soon as possible."
"Alright." Lincoln nodded seriously. He was well aware of the identities of the women.
"Also, distribute these crystal balls to the powerful individuals under my command, so they can recover their strength." John took out fourteen crystal balls and handed them to him.
Each of these crystal balls had been infused with the four basic elemental powers of laws, capable of helping The Heaven criminals quickly restore their strength.
"Understood." Lincoln replied, taking one of the crystal balls and handing it to Tracy before bowing and retreating.

The next few days passed quietly. John remained imprisoned in The Heaven prison, with no one coming to check on him or attempt to absorb his The Heaven power of laws.
It was as if Golden Tiger had completely forgotten about him.
This struck John as highly unusual.
Golden Tiger had captured Sini and kept him in secret confinement. His interest wasn't merely in the Power of the Nine Nether that Sini controlled. He was likely after the The power of laws as well.
But why, for such a long period, had he not attempted to absorb John's The power of laws?
"Lord!" That evening, Lincoln hurriedly arrived after collecting the crystal balls that absorbed The power of laws.
"What's happened?" John asked quickly as he sat cross-legged, cultivating and hearing the
commotion.
Lincoln's voice was full of excitement. "Lord, I've confirmed it. Lord Sini really has been captured and is being held deep within the City Lord's Manor. However, only Golden Tiger and the three deputy city lords have access to that area."
"Sini isn't in danger, right?" John immediately inquired.
"I can't be sure of the details, but he should be fine," Lincoln replied helplessly. "My position is too low, so I have no access."
"Lord, there's something even more important." Lincoln lowered his voice, glancing around cautiously. "The deputy city lord, Mole, is planning a rebellion to seize the position of city lord."
"What?" John exclaimed, furrowing his brow and suspiciously asking, "Rebellion? This should be very secretive. How did you find out?"
"He came to me personally," Lincoln explained. "Every time a new city lord takes office, they need the blessing of the goddess to report to the higher-ups. And I'm currently serving in the role of the goddess."
"I see." John nodded. He was aware of this process-when Jackey became the new city lord of Peach Town, he also received Debbie's blessing.
However, he still had some doubts and asked, "This deputy city lord, Mole, probably isn't a match for Golden Tiger, right?"
John already knew Golden Tiger's power. The entire city was under his control through his World-in-Hand.
If Mole made any move, Golden Tiger would detect it immediately.
Lincoln seemed confused. "I'm not sure what Mole's plan is. But, sir, do you think it's possible that the three deputy city lords have united together?"
"Impossible." John didn't think so.
These three deputy city lords had only recently been supported by Golden Tiger, meaning
they must have been individuals he trusted greatly.
If Mole was plotting rebellion, the other two deputy city lords definitely wouldn't know. He likely had something else backing him.
He had a vague suspicion in his heart and asked, "Is there any conflict between Mole and Golden Tiger? Why would he betray him?"
"This...?" Lincoln also seemed somewhat puzzled. "Lord, as far as I know, Golden Tiger is actually Mole's savior. They don't have any conflicts. Golden Tiger has been very generous to these deputy city lords. Could it be that Mole is testing my loyalty?"

"Do you know my identity?" John saw Lincoln's confused expression and added, "Do you know I'm a law enforcer of The Heaven?"
Lincoln nodded.
John sighed, "What I meant was, do you know my identity from Golden Tiger?"
Lincoln shook his head, suddenly realizing. "Lord, you mean Golden Tiger imprisoned you here and has not taken any action because he is intentionally hiding your identity?" "That's possible." John sneered slightly and said lightly, "Tell Mole about this. Say you've discovered a special prisoner whose The Heaven power of laws hasn't completely disappeared. Maybe it can help him with his rebellion."
"Got it!" Lincoln's eyes brightened as he understood. He quickly bowed and left.
John was now certain that this matter was related to Sini. It seemed that there was something
special about the identity of The Heaven enforcer.
"Old man, isn't this a bit too risky?" Tracy spoke up from the side, her voice filled with
concern.
Over the past few days, everyone had been absorbing the crystal balls provided by John, and their strength had been restored to the level of a three-star Awakened One.
However, even with that, they were far from a match for the adventurers of Golden Tiger City,
let alone capable of fighting against the city lord.

"Too bad I haven't broken the seal within me yet. Otherwise, I could help big brother."
Spoorate said with a face full of frustration.
In the past few days, the women had all become familiar with one another, and especially Spoorate and Tracy, whose personalities meshed well together.

"Where is that person you mentioned?" Mole entered the deepest part of the prison, his voice
cold as he asked.
"This way," Lincoln pointed to the cage where John was held.
"Hmm?" Mole's eyes widened, and he exclaimed, "It really is The Heaven enforcer!"
He could clearly sense the immense The Heaven power of laws emanating from John. There
was no doubt-John was The Heaven enforcer.
Mole couldn't help but feel puzzled. Why were so many The Heaven enforcers appearing lately, and why were they all being captured by Golden Tiger?
"Not good!" His expression changed suddenly as a realization hit him.
The entire Golden Tiger City was under Golden Tiger's surveillance, and as soon as Mole entered The Heaven prison, Golden Tiger would surely be aware of it.
John noticed the shift in Mole's expression, which only confirmed his suspicions. "Deputy City Lord Mole?" John wore a faint smile and said, "I think we can work together."
"Work together?" Mole furrowed his brows, eyeing the calm John and the nearby Lincoln.
He could vaguely sense that something was off, that he was being played.
He fixed his cold gaze on John and asked, "What do you mean by that?" John got straight to the point, "I already know your intentions. If we join forces, we can definitely kill Golden Tiger, and Golden Tiger City can be renamed Mole City."
Mole's face momentarily broke into a smile, but he quickly regained his composure.
"Shut up!" he snapped angrily.
He could feel that John was no weakling, but even if they joined forces, it would still be impossible to take down Golden Tiger.
